Let your neighbors know that you are unhappy with their cat coming into your yard. If they do not respond, each time you see the cat in your yard, get out your garden hose and give the cat a good spraying. This will not hurt it..but deter it from coming into your yard. Also, some places have leash laws that pertain to cats as well as dogs..check out what your local laws are to make sure it is even legal for them to let their cat roam freely. I also have this problem. I put a break away collar on the cats with a bell to warn the wildlife. If the owner does not like it then keep cat in. I also have went out with garden hose many times. it is hard call. I love cats as well but do not want my yard to become a diner for them. I have tried feeding the cats in the side yard and put the bird feeders in the back yard.
The best option is to remove the cat from the outdoor environment. If talking to the neighbor, or calling animal control isn't an option... try a deterrant. Since the cat runs as soon as it sees you, a hose or squirt gun probably won't work.
There are chemical deterrants, automatic or motion sensor water deterrants, motion sensor barking dogs, etc. These will keep the cat out of your yard, however, they will not prevent it from killing the same birds while they are out of your yard.

scarecrow sprinklers. They detect when the animal is near and turn on (i.e. motion activated). Cats hate water and the cat will run far and fast away when it triggers the sprinkler. This sprinkler will reinforce that your yard is not the place to be. You can also lay chicken wire down around the tree. Cats don't like walking on chicken wire. But, I think the sprinkler is a good idea. Then you don't even have to be home for the water to teach the cat to stay away.
Unfortunately, a bell will only make the cat a better hunter. Perhaps moving the feeder to a more protected spot, high in a tree?
Tell your neighbor to put a belled collar on the cat. In meantime, best solution to deter him is a good blast from your garden hose.

This predator is on your property. Get a trap - your local humane society may lend you one. Trap the predator and take it to the humane society.
People who let their predators run, can bail them out of jail.
