How to get rid of pigeons without hunting them?

I want birds keep away out of my balcony and veranda. Do pesticides mixed with food work?(assuming they'll ';learn'; not to eat it and keep away) It has to be cheap and efficient. Any ideas?How to get rid of pigeons without hunting them?
DO NOT use poison! First, it's cruel. Second, if a domestic cat or dog should eat the pigeon they too could be injured or die. Use non-kill methods such as anything that makes noise e.g., aluminum pie pans strung from above with string so when the wind blows they make a noise that scares birds. Also, use grocery plastic bags for the same reason. When wind blows the bags rattle scaring the birds. And, anything shiny that reflects light. You could buy a 'motion activated'; halloween item..they have tons of them..every time something moves around them, or tries to land..it will go off laughing, or shreiking etc..make sure to get one that has a volume control..so it wont be too loud..it doesn't have to be loud to scare them off as long as it moves and has a little sound to it..

This is just an idea but there are many motion sensored toys out there.try to find one that uses an outlet instead of batteries..
throw out rice and watch them blow up... or tums
Actually this is a question asked by some famous people! Lord Wellington advised birds of prey to be kept nearby - maybe a stuffed or realistic looking toy could suffice?
